Was this ever built? The last mention that plans should be submitted to council was in 1948: Where it was reported that:
“CROWN HOTEL (owner, City Council, Rockhampton, licensee, Mrs E. M. MacDon-ald). The commission determines that the licence shall be continued. The owner submitted sketch plans for the construction of new premises providing increased accommodation for the public, together with up-to-date bathing and sanitary conveniences. The sketch plans tendered are provisionally acceptable to the commission.”

I doubt it was built due to post-war building restrictions which were not lifted until 1952. Unfortunately the project became a dead duck, but it showcased the amazing design abilities of Hegvold who beat four other finalists in the 1947 architectural competition.
